Improved Corridor Mobility and Safety through Onramp Construction, Soundwalls, and a new Pedestrian Overcrossing
As part of Interstate 80’s Integrated Corridor Mobility Program, this project relocated the El Portal Drive on-ramp to westbound I80 to the north, extend the aux lane along westbound I80 between San Pablo Dam Road off-ramp and El Portal Drive onramp, and built the new the Riverside Avenue pedestrian overcrossing replacement. This project is Phase one of a two-phase plan of completing the San Pablo Dam Road Interchange to reduce congestion in that area.
Substrate provided comprehensive constructability review of the design which was completed by AECOM/URS. Constructability included site visits and meetings with the designer. As a result of the work, Sunny helped develop SSP’s for Liquidated Damages for Failure to meet “In School Work Window”, Bridge Removal Pre-Demolition Activities, and option to use plasticizer and pea-gravel in Concrete at Abutment 7 Pier Wall Construction. He also helped with Bid Analysis as part of AAA services. Substrate also provided Quality Assurance for the Lead Bridge and Roadway Inspector and Office Engineer who were provided as part of this project.
As part of Construction Management Services, Substrate provided the Lead Bridge and Roadway Inspector for the project, as well as, the Office Engineer who provided documentation on the project that met Caltrans 63-Category Filing System. The project included Bridge Removal and the Construction of a new CIP-PS Box Girder Bridge onto the Riverside Elementary School property. Other project features included: New El-Portal Onramp, intersection improvements, signals, new Aux Lane, Retaining Walls, Sound walls, and Landscaping improvements. This project duration was approximately 18 months, and contract value was approximately $20 million.
Value Added to the Client
A large portion of the success of this project was Substrate’s Lead Bridge Inspector who successfully managed construction activities at multiple locations. He coordinated multiple subcontractor trades on this challenging project in one of the busiest and most congested corridors in the Western United States – Interstate 80. Substrate was instrumental in the new Pedestrian Overcrossing Construction and coordination with Caltrans. ADA and Access requirements were critical as this structure was a Pedestrian Overcrossing and landing inside DSA jurisdiction – cross-slopes and running slopes were all built with ADA tolerances.
